Visits

23 April 2026 – Visit by the French Minister for Europe and Foreign Affairs to Togo.

30 October 2025 – Visit by the Togolese President of the Council of Ministers, Faure Gnassingbé, and Minister of Foreign Affairs, Cooperation, African Integration and Togolese Abroad, Robert Dussey, to France for the Conference for Peace and Prosperity in the Great Lakes Region on 30 and 31 October 2025, co-chaired by President of the Council Faure Gnassingbé as African Union mediator.

31 March 2023 – Visit by the French Minister of State for Development, Francophonie and International Partnerships, Chrysoula Zacharopoulou, to Togo. Signature of a cooperation protocol on healthcare.

7 April 2021 – Visit by President Gnassingbé to Paris. Signature of four agreements concerning the financing of an electrification project for 50 Togolese cities, the mobilization of experts from the diaspora through the Talents en Commun initiative, the implementation of an energy-digital connectivity project to deploy fibre optic infrastructure, and the deployment of innovative solar lighting.

Cultural, scientific and technical cooperation

France is the leading bilateral donor of development assistance to Togo, with contributions of €160 million in the period 2014-2017.

The projects of the French Development Agency mainly deal with water and sanitation, energy, education and vocational training, and to a lesser extent, urban development and support for the private sector.

The embassy is also implementing a fund to support civil societies in the South (FASCS), and several priority solidarity funds such as “Support for academic governance and Togolese higher education reform” and “Support for efforts to tackle human trafficking in Gulf of Guinea countries”. A PISCCA (Innovative Projects for Civil Society and Coalition of Actors) Fund finances nine development projects focusing on gender and sustainable development.

In Togo, the Institut français is helping to share French intellectual creation, promote international artistic exchanges, support Togolese cultural development and develop cultural dialogue.

Other cooperation

France and Togo have also developed security and defence cooperation focused on counter-terrorism and maritime security. This cooperation takes the form of joint exercises at sea during French port calls in Lomé and support provided through technical advisers. France also supports ESSAL, the military medical services academy in Lomé, which was the first regionally-oriented national school (ENVR), created in 1998. A project for a military paramedical personnel academy (EPPA) is also underway.
