Cultural, scientific and technical cooperation Culture, higher education and research are focuses of our bilateral relationship based on the cooperation agreement signed in 1964 and updated by a letter of intent signed in February 2016. The country is a regional scientific, technical and cultural relay point. Argentina is a very Francophile country and its intellectual and artistic elite boast a long-standing relationship with French culture. The Alliance Française of Buenos Aires leads a network of 54 Alliances in the country and, as one of the oldest, it celebrated its 132nd anniversary in 2025. France is the fifth-biggest host to Argentine students after the United States, Spain, Brazil and Germany. Students studying abroad benefit from a wide range of grants and innovative programmes fostering student exchanges. There are over 700 university agreements, including a mutual recognition agreement of diplomas signed in 2015. Our cooperation, which has long been focused on social sciences and humanities, has now been extended to include higher technical education and engineering. Research and innovation are supported by active public policies, which have been translated into more than 100 bilateral research projects and 300 annual field assignments of French researchers. Scientific collaboration between France and Argentina is extensive, as can be seen in longstanding programmes of over 30 years and a large diaspora of Argentine scientists in France, who have built very strong ties between French and Argentine schools, universities and research centres, adding to and structuring the institutional framework of our cooperation. France is Argentina’s leading scientific partner on a number of joint projects. Other cooperation The Agence Française de Développement (AFD), the only bilateral donor working in Argentina, opened an office in Buenos Aires in 2017. Its activities have three aims: i) to support ecological and energy transitions, ii) to support social, democratic and civic transitions, and iii) to conduct action of the AFD group via structuring partnerships.
