Cultural, scientific and technical cooperation

Our cooperation in the fields of culture, education, teaching and research is based on a French cultural network redeployed since 2000. Our five Institut Français branches in Algiers, Annaba, Constantine, Oran and Tlemcen are spaces for learning, knowledge discovery and exchange, spreading and promoting Francophone culture, and promoting cultural diversity.  Although Algeria is not a member of the International Organisation of La Francophonie (OIF), the country is home to the third-largest Francophone population worldwide, with 15 million French speakers, representing 33% of the population.

Lycée International Alexandre Dumas (LIAD) opened in 2002. A French international school committed to excellence, it currently enrols more than 2,000 pupils at all levels of schooling, in Algiers, Oran and Annaba. Opened in 2007, the Petite École d’Hydra (PEH) school for children of French company employees, part of the French Secular Mission (MLF) network, also enrols some 250 pupils in Algiers at the preschool and primary level.

Cooperation in higher education and research is being continued through “Studying in France” procedures, scientific and academic cooperation programmes, and scholarship and scientific grant programmes. With more than 34,000 students in 2024, Algerians represent the second-largest foreign student population in France.

Lastly, the cooperation and cultural action section (SCAC) of the French Embassy in Algiers is engaged in cultural cooperation structured around four main areas: i) training and networking for professionals; ii) assistance programmes for publishing and audiovisual production; iii) artist residencies in Algeria and France; and iv) incubating start-ups in the fields of cultural and creative industries and health. 

Other cooperation

Institutional cooperation aims to support areas including the modernization of justice, administration, transport, regional development and civil protection. Cooperation programmes exist in agriculture, transport, public works and land use planning. Lastly, our activities seek to encourage decentralized cooperation and to support civil society.

Cooperation between France and Algeria stands out for the extreme diversity of fields and the great many players involved (administrations, local government bodies, associations, NGOs, etc.), which reflect the vitality of a relationship rooted in history and human and family ties.
