United Nations - Sanctions against International Criminal Court judges (December 19, 2025)

France has learned of the new sanctions imposed by the United States on the International Criminal Court (ICC) and two ICC judges, which add to the sanctions previously imposed on nine other judges.

France condemns any threat or coercive measure taken against the ICC, its staff, or the civil society organizations that support it. France calls on the United States to withdraw all sanctions based on the executive order of February 6, 2025. These measures constitute an attack on the Court and on all of the 125 States Parties to the Rome Statute, and they are contrary to the principle of an independent judiciary.

France expresses its solidarity with the judges targeted by this decision and reaffirms its unwavering support for the ICC and its staff. They play a vital role in the fight against impunity. Together with its European partners and other States Parties to the Rome Statute, France is fully committed to ensuring that the Court can independently and impartially continue its efforts to obtain justice for the victims of the most serious crimes.
