On November 12, 2024, France and the United Kingdom, in collaboration with the Paris Peace Forum, held a meeting in Paris of the Pall Mall Process, an international initiative that aims to develop future regulations to combat the threat posed by the proliferation and irresponsible use of commercial cyber intrusion tools and services.

In preparation for the annual conference of the Pall Mall Process, which will be held in April 2025 in Paris, this meeting saw the conclusion of an unprecedented consultation with State representatives, industry organizations and civil society. This consultation led to the presentation of a report identifying existing measures and additional efforts to be undertaken in the fight against the proliferation and irresponsible use of commercial cyber intrusion capabilities.

France will continue to work with its partners and all of the stakeholders under the Pall Mall Process in order to tackle this shared threat, in keeping with the commitments made as part of the Paris Call for Trust and Security in Cyberspace.
