Standing with the Ukrainian People international conference
On 13 December 2022, the Ministry for Europe and Foreign Affairs hosted an international conference in support of the Ukrainian people, who face great difficulties due to Russia’s illegal war of aggression. This event, organized jointly by France and Ukraine, gathered partners, donors and multilateral institutions in order to provide the immediate support the Ukrainian people need to get through winter.

International solidarity and support to the Ukrainian people
The Ukrainian people urgently need additional international support. As winter sets in, Russia’s massive campaign of bombardment of Ukrainian energy infrastructure and civilians has left Ukraine on the brink of an unprecedented humanitarian crisis, with acute risks in terms of heating, food security and disease.
The Standing with the Ukrainian People international conference was chaired by Presidents Emmanuel Macron and Volodymyr Zelenskyy in the presence of the Ukrainian Prime Minister, Denys Shmyhal, and First Lady, Olena Zelenska, European Commission President Ursula von der Leyen and the French Minister for Europe and Foreign Affairs, Catherine Colonna. It sought to provide the immediate support the Ukrainian people need to get through winter. That goal was achieved. In Paris, almost 70 high-level representatives from around the world sent a clear signal of their collective commitment to providing immediate and tangible solutions. This builds on previous international meetings in support of Ukraine, with the notable goal of preparing the country’s longer-term reconstruction.

Immediate, tangible support for Ukraine
At the Paris Conference, the participating States and organizations announced a new international contribution of more than €1 billion focused on emergency assistance, including tangible support in five fields: energy, food supplies, access to water, health and transport infrastructure.
The participants undertook to provide tangible support with swift, lasting implementation, including financial support in the form of grants, in-kind support to mitigate the consequences of destruction, and technical assistance to help repair damaged infrastructure.
The conference also established the flexible, responsive “Paris mechanism” for international coordination, aimed at enabling real-time adjustment of assistance to the needs expressed by Ukraine and to ensure effective sharing of tasks between partners, while also laying the foundations for a coordinated approach to the country’s reconstruction.

A new French contribution to supporting Ukraine
France announced an additional contribution of €125 million in order to address the most urgent needs expressed by the Ukrainian authorities.

This tangible support is immediate, and France has already supplied almost 185 generators to the Ukrainian authorities since the start of the war. The fulfilment of the commitments made by France and its international partners at the Paris conference will continue throughout the first half of 2023 in order to help the Ukrainian people get through winter.

This exceptional effort comes on top of the emergency humanitarian assistance France has already provided to Ukraine since the beginning of the war: more than 2,700 tons of equipment and humanitarian goods have been delivered to the local authorities in the course of more than 40 operations.
