Ukraine – Three years since Russia illegally annexed Ukrainian territory (October 1, 2025)

Three years after Russia illegally annexed four Ukrainian regions (Donetsk, Luhansk, Kherson and Zaporizhzhia), France reiterates its unwavering support for Ukraine’s territorial integrity, sovereignty and independence within its internationally recognized borders.

International law is clear: like Crimea, these territories are an integral part of Ukraine and are illegally occupied by Russia. The UN General Assembly emphasized this by a large majority in resolution A/RES/ES-11/4, adopted on October 12, 2022. France will never recognize these illegal annexations or the results of the sham referendums that preceded them. We call on all members of the international community to stand with us and to urgently demand that Russia, a permanent member of the UN Security Council, abide by the UN Charter and the fundamental principles of the international order.

France and all its partners will remain committed to supporting Ukraine and stepping up pressure on Russia to achieve a just and lasting peace.
