Sudan – Extension and intensification of the RSF offensive in El-Fasher (29 October 2025)

France strongly condemns the extension and intensification, since 26 October, of the Rapid Support Forces (RSF) offensive in El-Fasher, the siege of which has been causing a dire humanitarian crisis for nearly a year and a half.

It expresses its deep concern over reports of atrocities, including summary executions, perpetrated by the RSF in El-Fasher, as well as in Bara.

France urges the RSF to guarantee, without discrimination, the protection of civilians and the delivery of humanitarian aid, in accordance with their commitments and obligations under international humanitarian law.

It calls on the Sudanese Armed Forces (SAF) and on their allies to show discernment and restraint in their response in order to spare the civilians still trapped in El-Fasher.

France urges the parties to the conflict to engage in direct negotiations urgently and in good faith, in order to achieve a ceasefire. It continues to work actively to support the efforts made by the Quad, the African Union and the European Union to help resolve the conflict and maintain Sudan’s sovereignty and territorial integrity.
