Sudan – Condemnation of RSF atrocities in El Fasher (3 November 2025)

France strongly condemns the ethnic atrocities perpetrated by the Rapid Support Forces (RSF) in El Fasher, including summary executions, massacres, rapes, attacks against humanitarian workers, looting, kidnapping and forced displacements.

It urges the RSF to end the offensive in North Darfur and, in particular, not extend their operations to the territories where civilians fleeing their crimes are taking refuge. The perpetrators must be held to account and prosecuted.

Going beyond their statements, the RSF must put their commitments into practice effectively in order to comply with their obligations under international humanitarian law and international human rights law, and with the Declaration of Commitment to Protect the Civilians of Sudan adopted in Jeddah on 11 May 2023.

France calls on all parties to the conflict to guarantee without discrimination the protection of civilians and the delivery of humanitarian aid, particularly to the town of Tawila. In this respect, France deeply regrets the decision taken by the Sudanese authorities calling for the departure of both the Country Director and the Head of Operations of the World Food Programme (WFP).

France reaffirms its commitment to Sudan’s sovereignty, unity and territorial integrity. It urges all foreign actors to stop providing military support to the parties and refrain from any action that would exacerbate tensions and fuel the conflict.
