Israel/Palestinian Territories – UN adopts New York Declaration on the two-state solution and condemns Hamas (12 September 2025)

France welcomes the United Nations General Assembly’s adoption, by a very large majority of 142 States, of the resolution endorsing the New York Declaration on the two-state solution prepared by France and Saudi Arabia, in conjunction with our close partners.

This historic vote reflects the international community’s determination to commit to the implementation of an ambitious road map for the peace and security of everyone in the region. The Declaration adopted by the General Assembly mirrors the unprecedented support from the majority of the international community for principles as essential as the call for an immediate ceasefire in Gaza, the release of all the hostages and the realization of a viable, sovereign Palestinian State.

For the first time, a text adopted by the UN condemns the attacks of 7 October 2023 committed by Hamas, and calls for its disarmament and its exclusion from the governance of Gaza.

The New York Declaration is the result of the work by the United Nations conference on the implementation of the two-state solution, co-chaired by France and Saudi Arabia, which took place from 28 to 30 July. This work will continue in New York on 22 September in the presence of President Macron.
