Israel/Palestine – Transition to phase two of the Gaza peace plan (15 January 2026)
France welcomes the United States’ announcement of the start of phase two of the Gaza peace plan, which should enable a transition from the ceasefire to lasting peace, in accordance with Security Council Resolution 2803.
The start of this second phase comes 100 days after the ceasefire was announced, a long period during which the considerable humanitarian needs remained inadequately addressed.
France expresses its gratitude to the United States, Egypt, Qatar and Turkey, whose efforts made it possible to complete this decisive phase. We call on all the parties involved to fully honour their commitments in order to make this second phase a reality, and to refrain from any action liable to jeopardize its implementation.
The announcement that a technocratic committee of Palestinian figures, the National Committee for the Administration of Gaza (NCAG), is being formed is a first step towards the peace plan’s implementation and Palestinian ownership of the incipient new phase. The committee must now meet swiftly, be deployed in Gaza and embark as soon as possible on the work of addressing the population’s urgent needs, with the support of the Palestinian Authority and the whole international community. France intends to participate fully in this effort.
The committee’s formation must also pave the way for the disarmament of Hamas and the return of a reformed Palestinian Authority in Gaza, with a view to restoring a credible political horizon for achieving a Palestinian State living in peace and security alongside Israel, in accordance with the principles of the New York Declaration.
France remains mobilized and will help implement the next steps in the peace plan in conjunction with its partners.
