Applying for a COVID certificate if you were vaccinated abroad (procedure for non-European nationals entering France and non-European students)

In France, the COVID certificate is issued to people who have tested negative or who have been fully vaccinated with one of the vaccines recognized by the European Medicines Agency or one of the equivalents to these vaccines.

In order to facilitate the stay of non-European tourists in France, the Ministry for Europe and Foreign Affairs set up a specific mechanism for issuing a COVID vaccine certificate of equivalence which is valid on French territory.

This system is open to non-European foreign nationals, tourists and students enrolled in French higher education establishments.

A temporary QR code valid 72 hours can also be generated by a healthcare professional following a negative RT-PCR or antigen test.

Who can apply for a COVID certificate?

If you have been vaccinated in one of the following countries – European Union Member States, Andorra, Iceland, Liechtenstein, Monaco, Norway, Switzerland, United Kingdom (England and Wales only) – your country issues an EU Digital COVID Certificate which is accepted in France, or, in the case of the United Kingdom, a digital format also accepted in France. In that case, you do not need to convert your COVID certificate.

You can apply for a COVID vaccine certificate of equivalence if you meet the following conditions:

  • If you have not been vaccinated in a Member State of the European Union, Andorra, Iceland, Liechtenstein, Monaco, Norway, Switzerland or the United Kingdom (England and Wales only), as these countries issue digital COVID certificates that are accepted by France;
  • If you are aged 18 or over; until 30 September 2021, the COVID certificate is not required for minors aged 12 to 17 years, and children under 12 are not subject to COVID certificate requirements;
  • If you have been vaccinated with a vaccine accepted by the European Medicines Agency or an equivalent:
    • 4 weeks if you received a single-dose injection (Johnson&Johnson);
    • 7 days after the second injection for two-dose vaccines (Pfizer, Moderna, AstraZeneca);
    • 7 days after the injection if you have recovered from COVID-19 (in this case, only one vaccine dose is necessary);
  • If you are already in France or you intend to travel there within the coming days.

How can I apply?

Since 27 August 2021, COVID certificate applications have been carried out online directly.

As soon as your application has been processed, you will receive an email with a QR code. It can be printed and presented on paper, or added to the TousAntiCovid smartphone application to prove your vaccination status.

We are travelling together. Does each person need to apply separately?

Yes. Each person must complete the form and provide the supporting documents.

When will I receive my QR code?

We are receiving a lot of applications. We are processing them as quickly as possible. There is no need to contact us to check on progress, as this may delay the process.

Why have I not received my QR code?

We are doing our utmost to process the applications as quickly as possible. In certain cases, we have to carry out further checks on the supporting documents, which can delay the process.
Since the QR codes are sent by email, make sure you regularly check your spam folder.
Make sure your include your correct email address in the application form, otherwise we cannot send you any document.

I have not yet received my QR code for the vaccine certificate of equivalence and I need it to travel within France or to visit certain locations (museums, entertainment venues, restaurants, etc.), what can I do?

A temporary QR code valid 72 hours can also be generated by a healthcare professional following a negative RT-PCR or antigen test taken:

All RT-PCR and antigen tests generate proof of testing as soon as the result has been entered by the healthcare professional, which can be immediately printed out and which is also available to the tested person by email and SMS for download.

In France, foreign nationals must pay for tests, and they are available from many healthcare professionals (labs, pharmacies, etc.) and in designated areas. The results of antigen tests are generally available within 15-20 minutes.

I am a foreign student enrolled in a French higher education institution. Can I apply for a COVID certificate?

You can apply for a COVID vaccine certificate of equivalence if you meet the following conditions:

Will you recognize more vaccines?

The list of vaccines recognized by the European Medicines Agency is subject to change: new marketing authorizations may be granted based on the opinion of the EMA, and new equivalences may be recognized by the French National Agency for Medicines and Health Products Safety (ANSM). You should regularly check for updates to the list.

Yes. It is generated in digital DCC format which is recognized throughout the EU and in countries with agreements on mutual recognition with the EU. See the list of countries here.

I am not vaccinated. Can you generate a French QR code based on my certificate of recovery?

No. The mechanism is designed to recognize vaccines administered abroad. It cannot therefore process certificates of recovery.

My application has been refused. How can I appeal the decision?

We encourage you to check that you are eligible for the COVID certificate, and particularly that the vaccine you have received is on the list drawn up by the European Medicines Agency or an equivalent.
If your application was refused because not enough time had elapsed since your vaccination, you can re-apply on the correct date, following the above procedure.
