The review drawss the lessons to be learned from changes to the unstable and unpredictable strategic context that have taken place since the White Paper of 2013 including a long-term high level threat of terrorism, simultaneous crises, military affirmation of established or emerging powers, weakened multilateral frameworks and faster technological change. In this context, it examines France’s interests and its defence goals and draws conclusions about the priority skills required by France’s armed forces.
