Ukraine – Establishment of a Special Tribunal for the Crime of Aggression against Ukraine (June 26, 2025)
France welcomes the signing of a bilateral agreement between the Council of Europe and Ukraine establishing a Special Tribunal for the Crime of Aggression against Ukraine. The signing ceremony was held on June 25 at the Council of Europe in Strasbourg and was attended by Ukrainian President Volodymyr Zelenskyy.
France hails this historic achievement, the first step in a process that will culminate in the creation of this new tribunal, which will be essential to obtaining justice for the victims of the Russian aggression.
France is fully involved in the preparations for this tribunal that will combat impunity for the crimes of aggression committed by Russia.
Through the Council of Europe, France will lend its support to the upcoming steps that must be taken to establish this Special Tribunal and will continue to stand with Ukraine for as long as it takes in its quest for justice and its fight to preserve its sovereignty and territorial integrity.
