France joins Tallinn Mechanism to support Ukraine in cyberspace (20 december 2023)

The Tallinn Mechanism was created in response to Russia’s war of aggression against Ukraine. It aims to coordinate and facilitate civilian capacity building in the cyber security field, in order to help Ukraine resist in the face of cyber attacks on its critical infrastructures and essential services, and to address its need to ensure longer-term resilience in this area.
Launched in 2023, the Tallinn Mechanism has become the main international platform to coordinate cyber security support to Ukraine. It currently includes 13 States (Canada, Denmark, Estonia, Finland, France, Germany, Italy, the Netherlands, Norway, Poland, Sweden, the United Kingdom and the United States), while the Czech Republic, the World Bank, the European Union and NATO are observers. In liaison with the Ukrainian authorities, it facilitates coordination between governments, donors and technical experts in order to deliver targeted and swift assistance addressing Ukraine’s most urgent needs in this field.

On 30 and 31 October 2025, France and Sweden hosted the Mechanism’s eighth meeting in Paris, at the Campus Cyber. At the meeting, the members announced new projects to help Ukraine identify malicious cyber activities and counter cyber attacks, while enhancing the collective resilience of the partner countries. They also laid the groundwork for greater private sector involvement in the Mechanism.
