Cyber security – Fight against the proliferation of spyware sales (31 March 2023)

France supports the Joint Statement on Efforts to Counter the Proliferation and Misuse of Commercial Spyware adopted at the Summit for Democracy, whose second edition was held on March 29-30. These efforts are consistent with the implementation of the 2022 National Strategic Review, in which France pledged to issue proposals to regulate the sale and combat the proliferation of cyber weapons.

In addition, as announced in the bilateral statement published after the 36th Franco-British Summit on March 10, France and the United Kingdom will pursue a joint initiative to step up international efforts to tackle the threat represented by the sale of certain offensive cyber solutions, including commercial spyware software.

This initiative will bring together government representatives, industry and civil society to foster better understanding of this growing problem and to develop an appropriate international response.
