European Union – Primary results of the Foreign Affairs Council meeting (December 15, 2025)

On December 15, 2025, the Minister for Europe and Foreign Affairs took part in a Foreign Affairs Council meeting in Brussels.

Regarding Ukraine, the Minister insisted on the importance of an EU contribution to security guarantees for Ukraine. He recalled our desire for an agreement to be reached as soon as possible on financial support for Ukraine, as well as the need to increase pressure on Russia with a 20th sanctions package. The Minister applauded the adoption of new sanctions that target the shadow fleet ecosystem, as well as Russian actors involved in destabilization operations, and that came into effect on December 15.

Ahead of the EU-Lebanon Association Council meeting, the Minister recalled the need for renewed European commitment to supporting the Lebanese authorities. In particular, he highlighted the courageous decisions made by the Lebanese authorities over the past several months in order to establish a Lebanese state monopoly on arms.

Regarding Haiti, the Minister applauded the adoption, at France’s initiative, of sanctions against the 5 Segond gang and three former Haitian leaders responsible for providing gangs with political and financial support on the ground. These four designations add to the sanctions adopted in December 2024 and July 2025 that targeted a total of six gang leaders.
