European Union – Primary results of the Foreign Affairs Council meeting (October 21, 2025)

Yesterday, October 20, 2025, the Minister for Europe and Foreign Affairs took part in an EU Foreign Affairs Council meeting in Luxembourg. This meeting offered the chance to discuss Ukraine and the situation in the Middle East in particular.

Regarding Ukraine, the Minister noted the need to quickly increase the EU’s support of Kyiv. This will mainly take the form of a reparations loan made to Ukraine, part of which may be used to acquire more European military equipment. The Minister also reiterated France’s support for adopting new sanctions measures in order to step up pressure on Russia. Lastly, he called for measures to hinder the shadow fleet.

Regarding European support for the Gaza Peace Plan, the Minister recalled the priorities identified at the October 9th meeting in Paris and the points that were agreed upon in the New York Declaration for building a lasting peace founded on the two-State solution. He insisted on the need to allow for free, immediate and unhindered access to humanitarian aid, a massive influx of which must reach Gaza. The Minister proposed strengthening the mandates of European missions in the Palestinian Territories, namely in order to train more Palestinian Authority police officers and judges and increase support for reforms.
