European Union – Main results of the November 17th General Affairs Council (November 18, 2025)

Minister Delegate for Europe Benjamin Haddad attended the EU General Affairs Council held on November 17 in Brussels.

The meeting included preparations for the European Council of December 18 and 19, where important decisions are expected, particularly regarding the funding of support for Ukraine and guidelines for the next Multiannual Financial Framework (MFF). During a discussion focused specifically on the future MFF (2028-2034), the Minister Delegate stressed that the Common Agricultural Policy (CAP) guarantees our continent’s food sovereignty and our farmers’ incomes, and that France was committed to maintaining the specific terms and amounts included in the CAP.

The Minister Delegate also presented the Information Shield initiative launched by France Médias Monde, Deutsche Welle and TVP World, which is in line with the goals of the European Democracy Shield announced by the Commission last week. He reaffirmed the importance of using all instruments available to the EU to ensure respect of the rule of law in the digital space and to combat interference and disinformation.
