Ukraine – Increased French civil support - Joint communique issued by the ministry for Europe and foreign Affairs and the ministry of the Economy, finance and industrial and digital sovereignty (21 June 2023)

At the Ukraine Recovery Conference 2023 in London, Mme Catherine Colonna, Minister for Europe and Foreign Affairs, announced the mobilization of new finance for emergency rehabilitation and reconstruction operations to support the resilience of Ukraine’s population and economy.

France will therefore make an additional humanitarian effort in donations for Ukraine worth €40 million in 2023. This financial support will go first and foremost towards equipment in the areas of health, critical infrastructure and, according to the needs expressed by the Ukrainian side, energy resilience in anticipation of the coming winter. Other sectors may be identified over the next few weeks according to needs, in the framework of a dialogue with the Ukrainian authorities coordinated by M. Pierre Heilbronn, France’s Special Envoy for Ukraine’s relief and reconstruction.

M. Bruno Le Maire, Minister of the Economy, Finance and Industrial and Digital Sovereignty, confirms France’s ability to support its investors’ projects in Ukraine, through a bilateral mechanism to insure investments in Ukraine against war-related destruction, via BPI France Assurance Export acting in the name and on behalf of the State. Additionally, France is continuing discussions with its main partners on the implementation of a multilateral investment-cover scheme alongside other donors, which would enable the business insurance market in Ukraine to be reactivated.
