The President of the Republic has decided, by general derogation, to open the presidential archives of Mr François Mitterrand concerning Rwanda between 1990 and 1994, and which are now freely accessible.

In accordance with his intention, which was already made public, this access includes the archives of Mr Edouard Balladur, former Prime Minister.

Finally, and by the same decision, all documents cited in the report by the Commission chaired by Mr Vincent Duclert have also been made available, following declassification, by the ministries concerned (Ministry for Europe and Foreign Affairs, Ministry of the Armed Forces, Ministry of the Economy, Finance and the Recovery, Ministry of Culture).

This decision is consistent with the commitment made by the President of the French Republic to create the conditions enabling work to continue on understanding France’s role and involvement in Rwanda.

France joins the Rwandan people in commemorating the genocide of the Tutsis and, on this day of remembrance, expresses its compassion and solidarity towards the survivors and the families of the victims.
