Liberia - Signing of a Cooperation agreement - Joint communique issued by Mme Eleonore Caroit, Minister delegate for Francophony, International partnerships and French nationals abroad, attached to the minister for Europe and Foreign affairs, And Ms Sara Beysolow Nyanti, Liberian minister of Foreign affairs (30 October 2025)

Mme Eléonore Caroit, Minister Delegate for Francophony, International Partnerships and French Nationals Abroad, attached to the Minister for Europe and Foreign Affairs, had a meeting today, Thursday 30 October 2025, with Ms Sara Beysolow Nyanti, Liberia’s Minister of Foreign Affairs, on the occasion of President Joseph Nyumah Boakai’s official visit to Paris.

The meeting highlighted the excellent relations between France and Liberia. With Liberia sitting on the United Nations Security Council from January 2026, the two ministers emphasized their similar views on international issues and France and Liberia’s commitment to peace, multilateralism, democracy, the fight against climate change and the protection of the oceans. They talked about the prospect of the “Africa Forward: Africa-France partnerships for Innovation and Growth” summit, which will take place in Nairobi in May 2026.

Following their meeting, the ministers signed a general cooperation agreement to strengthen the bilateral partnership based on projects of common interest in agriculture, the climate, biodiversity, renewable energy, mining, education, vocational training, health, water and sanitation, sport and young people.

Finally, they praised the activity of the Alliance française in Monrovia, reopened in 2021, which supports the development of cultural projects and teaches French. In this regard, France reiterates its full support for Liberia’s candidature to join the Organisation internationale de la Francophonie (international Francophone organization).

The ministers agreed to continue exchanges with a view to implementing the cooperation agreement signed today and deepening the friendly relations between our two countries.
