France welcomes the adoption by Sudan and South Sudan of the implementation procedures for the agreements of September 27, 2012, aimed at establishing a buffer zone. These implementation procedures, together with a detailed schedule, should make it possible to put the planned demilitarized zone at the border of the two states into operation and to deploy the planned monitoring mechanism. This further step removes the last remaining obstacle to the implementation of the agreements of September 27.

France strongly condemns the enforcement in Sudan on February 14 of a double amputation sentence. This barbaric practice is contrary to international human rights standards and to Sudan’s obligations under the International Covenant on Civil and Political Rights which Sudan has ratified.

France hails this remarkable step towards resolving the outstanding issues, particularly as regards the demilitarized zone and oil. It is an essential stage in normalizing political relations between the two states and it must lay the foundations for a new era of cooperation and allow them to develop economically and socially.
