Q : In response to a popular initiative, Spain’s lower house of parliament agreed to draft a bill to legalize undocumented immigrants; this could potentially help hundreds of thousands of people. Given that a substantial number of migrants who arrive illegally in Spain from Africa subsequently move on to France, what is the French position on this initiative, which could have repercussions for France? The Spanish government reaffirmed its desire to structure this law in a way that complies with European regulations and immigration policy. Do you think there should be coordination at the EU level for this type of initiative, and if so, how would that work?
