Evaluation of France’s contribution to the European Development Fund (EDF) (November 2014)
The Directorate-General for Global Affairs, Development and Partnerships (DGM) of the French Ministry of Foreign Affairs and International Development (MAEDI) decided to carry out an evaluation of France’s contribution to the European Development Fund (EDF).
The EDF was established in 1957 by the Treaty of Rome and is the major EU instrument for development cooperation in ACP (Africa, Caribbean and Pacific) countries and overseas countries and territories (OCT).
The EDF is concluded for a multiannual period and implemented in the framework of an intergovernmental agreement linked to the Cotonou Agreement (“ACP-EC Partnership Agreement”, signed in 2000 and revised in 2005 and then 2010). The Fund supports efforts in various fields including economic development, human and social development, and cooperation and regional integration.
The 10th EDF covered the 2008-2013 period with a budget envelope of €22.6 billion, €21.9 billion of which was allocated to the 78 ACP countries (97%1 of the total).
