Mr Laurent Saint-Martin

Laurent Saint-Martin is the Minister Delegate for Foreign Trade and French Nationals Abroad.

Born in Toulouse on 22 June 1985, Laurent Saint-Martin studied at the EDHEC business school, where he specialized in corporate finance, before starting his career at Oséo and then Bpifrance when it was created in 2013.
Building on that experience, he joined Euronext in 2016 as director of initial public offerings and relations with companies in France.

In 2017, Laurent Saint-Martin was elected National Assembly Deputy for the third constituency of the Val-de-Marne Department and sat as Vice-Chair of the Finance Committee of the National Assembly. As Rapporteur General of the Budget in 2020, he coordinated all fiscal texts during the COVID-19 crisis and worked to ensure the State supported France’s people, companies and local government bodies effectively.

In spring 2021, he led the list endorsed by the parties supporting the French President in the regional elections in Île-de-France and became a regional councillor.

Laurent Saint-Martin has produced two parliamentary reports at the request of the Prime Minister. The first concerned the consequences of extraterritorial law on French nationals born in the United States, and the second the seizure and confiscation of criminal assets. He has also published a book, entitled La Fabrique de l’impôt : pour un consentement citoyen (The Making of Taxes: For Citizen Consent).

In January 2023, the French President appointed Laurent Saint-Martin Managing Director of Business France. For 18 months, he was responsible for implementing a strategy to support the internationalization of the French economy by supporting the international growth of French exporters and prospecting and receiving job-creating foreign investment in France.

Laurent Saint-Martin remains committed to supporting companies, in a return to the core focus of his career.

In September 2024, Laurent Saint-Martin became Minister for the Budget and Public Accounts in the Government led by Michel Barnier, before being appointed Minister Delegate for Foreign Trade and French Nationals Abroad, attached to the Minister for Europe and Foreign Affairs, in François Bayrou’s Government on 23 December.
