France welcomes the appointment by the UN Secretary-General of Edmond Mulet as head of the Organization for the Prohibition of Chemical Weapons-United Nations Joint Investigative Mechanism (JIM) on the use of chemical weapons in Syria.
France thanks the outgoing head of the mechanism, Virginia Gamba, for her commitment and for the outstanding work she has done over the last few months.
France reaffirms the importance of this investigative and attribution mechanism, which was unanimously adopted by the members of the Security Council through resolution 2235. In two consecutive reports, the JIM demonstrated last year that the Syrian army had used chemical weapons against civilian populations on at least three occasions and that Daesh had used them on one occasion.
The chemical attack on April 4 in Khan Sheikhoun confirms the urgency of this issue. The information available to France regarding this matter, which Jean-Marc Ayrault disclosed on April 25, confirms the use of sarin gas and the responsibility borne by the regime.
The crimes of those who choose to use such weapons must not go unpunished.
