Report by the independent Franco-German group of experts on EU reforms

At the General Affairs Council meeting in Brussels on 19 September 2023, a Franco-German working group made up of independent experts presented its report on institutional reforms of the European Union. The French Minister of State for Europe, Laurence Boone, and her German counterpart, Anna Lührmann, Minister of State for Europe and Climate, tasked the group of experts in January 2023 with opening reflection among the Member States as to institutional reforms ahead of future enlargements.

How can the EU be sure to be able to respond swiftly and flexibly to the challenges of the time in an enlarged Europe? In a more competitive and unstable environment, the EU needs the means to better protect itself and promote its common interests.

This report sets out a series of options and recommendations to address these major questions and is a key contribution to discussions between the 27 Member States.
