France welcomes the awarding by the Parliamentary Assembly of the Council of Europe of the Václav Havel Human Rights to Oyub Titiev.

Mr. Titiev, who is the head of the Chechnya branch of Russian human rights center Memorial, has been held in prison in Chechnya since January 2018. Mr. Titiev took over from Natalia Estemirova, who was killed in 2009; he notably investigated cases of extrajudicial executions.

We call on the Russian authorities to guarantee Mr. Titiev a fair trial and to ensure the safety and integrity of human rights defenders, in accordance with their international commitments.
