OECD/Development Assistance Committee - Jean-Baptiste Lemoyne attending the Tidewater meeting of development ministers (Lyon, 10 and 11 October 2019)

Jean-Baptiste Lemoyne, Minister of State attached to the Minister for Europe and Foreign Affairs, will attend the informal Tidewater meeting of development ministers from nations belonging to the OECD’s Development Assistance Committee, to be held in Lyon on October 10 and 11.

The minister will co-chair this meeting with the chair of the OECD’s Development Assistance Committee (DAC), Susanna Moorehead. International development organizations will also take part in the discussions.

This ministerial meeting will discuss four key challenges for development policy:

  • the relationship between the OECD’s traditional donors and emerging donors, which are increasingly investing in developing countries.
  • preventing vulnerabilities and responding to crises and conflicts: following on from the meeting of G7 development ministers in Paris on July 4, Mr. Lemoyne will reaffirm France’s commitment to make further investments in key human development and stabilization sectors in the Sahel, alongside its partners.
  • supporting the private sector and creating jobs in developing countries, especially for women and young people: France will underscore the importance of public development assistance to mobilize other sources of financing and help achieve the Sustainable Development Goals.
  • presenting development policy as a crucial pillar of our foreign policy, enabling us to respond to the deep-rooted causes of crises and destabilizing factors in the world that have a direct impact on our citizens’ security.

The Tidewater meeting contributes to the positive momentum on meeting sustainable development challenges and combating inequality promoted by the French G7 presidency in 2019, which led to concrete commitments taken during the meeting of G7 development ministers in Paris on July 4. It is also part of a broader set of international development meetings, following the Sixth Replenishment Conference of the Global Fund to fight AIDS, Tuberculosis and Malaria in Lyon (October 9-10), and coming before the Pledging Conference of the Green Climate Fund, to be held in Paris on October 24-25.
