France welcomes the decision by President Biden to propose to Russia a five-year extension of the New Start Treaty.

This decision paves the way – if Russia, which indicated its support, confirms its agreement – toward maintaining an essential pillar of the international arms control and disarmament architecture. It would represent a valuable contribution to the preservation of strategic stability and would send a positive signal in the run-up to the 10th Review Conference of the Nuclear Non-Proliferation Treaty (NPT) due to take place in August 2021.

The renewal of the New START Treaty must be swiftly followed by the redefinition of an ambitious, more comprehensive arms control and strategic stability agenda The Europeans, who are concerned first and foremost, must play an active role in that regard to determine the parameters needed to strengthen European security and stability.
