Q : What does Paris think of Ukrainian President Volodymyr Zelensky’s proposal to expand the format of negotiations on the Donbas? Are the French authorities willing to include the US and the UK in negotiations on the Donbas?
A : As I said on July 9, France welcomes Ukrainian President Volodymyr Zelensky’s determination to engage in a dialogue with his Russian counterpart to resolve the crisis between the two countries.
The meetings in the so-called “Normandy Format” (France, Germany, Russia, Ukraine) aim to facilitate the implementation of commitments taken by the parties under the Minsk Agreement, which is the accepted basis for resolving the conflict in eastern Ukraine. These meetings do not preclude other diplomatic efforts with the same goal, but rather supplement discussions in the Trilateral Contact Group under the auspices of the OSCE.
