Ukraine - Framework agreement on the disengagement of forces – Statement by Jean-Marc Ayrault, Minister of Foreign Affairs and International Development (September 21, 2016)


I welcome the signature of the framework agreement on the disengagement of forces, which was reached in Minsk today in the OSCE Trilateral Contact Group format.

This agreement, which must now be implemented, concerns three pilot areas: Stanitsa Luganskaya and Zolote, in the Luhansk region, and Petrivske, in the Donetsk region.

This measure, which takes immediate effect, will remove heavy weapons from the combatants. It is therefore not a final outcome but the beginning of a process aimed at consolidating the fragile ceasefire which came into force on 1 September 2016. As such, the agreement must be fully carried out by its signatories and subsequently extended to include other points on the contact line.

Over the past few months, and particularly during the joint visit I paid to Ukraine last week with the German Foreign Minister, I’ve pressed for this agreement to be signed and, more broadly, for an improvement in the security situation on the ground.

France, together with Germany, will continue its efforts to get the Minsk Package of Measures completely implemented.
