Russia - Restrictions on freedom of expression on sexual orientation and gender identity (24 november 2022)

France is deeply concerned by the Russian Parliament’s adoption of a law restricting freedom of expression on sexual orientation and gender equality. This legislation will block any discussion and information-sharing for LGBT+ people and their rights.

Together with its partners in the Equal Rights Coalition, France calls for full equality for LGBT+ persons and regularly denounces the violence, hate speech and discrimination that they are subject to. The recent appointment of an ambassador for LGBT+ rights reflects the strength of this commitment. France supports the efforts of the UN Independent Expert on Sexual Orientation and Gender Equality.

France calls on Russia to abide by its international commitments and international human rights law. We call on Russia to extend full, unhindered access to the Independent Expert and the UN Special Rapporteur on the situation of human rights situation in the Russian Federation. France also expresses its support for LGBT+ persons and Russian civil society activists who are being unjustly prosecuted and convicted.
