According to Russian Foreign Ministry spokesperson Maria Zakharova, France did not issue visas to Russian officials seeking to attend the UNESCO event. Why is that?

France fully abides by its headquarters agreements for UNESCO and the many other international organizations based on our soil. We therefore promptly issue visas enabling delegates from all member states to attend the sessions of UNESCO bodies.

If any problems arise relating to the delivery of visas, communication channels exist among the delegations. The Russian authorities have not informed us of any visa problems connected with the International Programme for the Development of Communication.
