The Roscosmos delegation will not attend the 73rd International Astronautical Congress this year. According to the Russian company’s press office, the members of the delegation were unable to obtain visas to travel to France. Why didn’t they obtain visas?

As far as we know, Russia did not want to participate in this congress and no visa applications were ever filed for that purpose.
