Cyber/Russia – Condemnation of hybrid activities carried out by Russia (18 July 2025)

Today the 27 European Union Member States and NATO allies condemned the hybrid activities conducted by Russia with a view to destabilizing them, particularly France, the United Kingdom, Estonia, Romania, Germany, the Czech Republic and the United States. These hybrid attacks carried out by Russia have also intensified since the start of the Russian war of aggression against Ukraine, which is a particular target of these malicious activities.

France is being targeted by these attacks, in particular in cyberspace. Recently, for example, it publicly attributed cyber-attacks targeting several of its critical public and private entities to the Russian military intelligence service.

France recalls once again that these activities are unacceptable and unworthy of a permanent member of the United Nations Security Council. It expresses its full solidarity with partners targeted by these activities, particularly the UK.

Alongside its EU and NATO partners, France is determined to use all the resources at its disposal to anticipate and discourage Russia’s malicious conduct and respond to it if necessary, in accordance with international law.
