France’s action in the field of security, disarmament and non-proliferation falls within the framework of the strategic vision developed in the Strategic Review of National Defence and Security, published in December 2017 at the request of the President of the French Republic.

This document aims to set out the main lines of action around which our national and international efforts are centred in the fields of defence and security. The review drawss the lessons to be learned from changes to the unstable and unpredictable strategic context that have taken place since the White Paper of 2013 including a long-term high level threat of terrorism, simultaneous crises, military affirmation of established or emerging powers, weakened multilateral frameworks and faster technological change. In this context, it examines France’s interests and its defence goals and draws conclusions about the priority skills required by France’s armed forces.
