Andorra – Meeting between Amélie de Montchalin and Landry Riba (20 September 2019)

Amélie de Montchalin, Minister of State for European affairs, attached to the Minister for Europe and foreign affairs, hosted Landry Riba, Secretary of State for European Affairs of the Principality of Andorra, on 20 September to discuss negotiations between the EU and the Principality of Andorra on the association agreement.

Since March 2015, the EU has been conducting negotiations with Andorra as well as Monaco and San Marino, three enclaved states within the EU. These negotiations are aimed at reaching a single association agreement that would govern access to the internal market in exchange for abiding by European rules, and would be supplemented by three dedicated protocols taking into account the specificities of each of these three states.

France hopes that discussions between the EU and Andorra result in a balanced, mutually beneficial agreement that takes into account the specificities of the Principality of Andorra while respecting the integrity of the internal market.
