Cooperation to Promote the Rule of Law
Cooperation to promote the rule of law is one aspect of France’s policy with respect to international solidarity and official development assistance. While it remains true to the universal focus of France’s foreign relations policies, it is designed on a priority basis for the 55 developing countries which make up the Priority Solidarity Zone (PSZ)*(see page 4), for Central and Eastern European countries in transition, and for the large emerging countries of Asia and Latin America. It stems from France’s concern to place public institutions at the very heart of societal development processes, while reconciling general and private interests. In this respect it is, together with specific programs for the training of foreign high-ranking officials, part of France’s policy to support the expansion of development capacities worldwide.
