Protection requirements

"The receiving State is under a special duty to take all appropriate steps to protect the premises of the mission [the consular premises] against any intrusion or damage and to prevent any disturbance of the peace of the mission [the consular post] or impairment of its dignity," (VCDR, 1961, Art. 22 and VCCR, 1963, Art.31). "The receiving State shall treat the diplomatic agent [consular officers] with due respect and shall take all appropriate steps to prevent any attack on his [their] person, freedom or dignity," (VCDR, 1961, Art. 29 and VCCR, 1963, Art.40).

Protection of diplomatic missions and their staff

 To protect diplomatic missions as effectively as possible and in accordance with their international commitments, the French authorities, who are bound by the obligation to provide resources, will take the necessary measures.

 The Ministry of the Interior, in liaison with the Ministry of Foreign Affairs, will adjust these measures depending on the nature and seriousness of the threats hanging over certain missions.

Video surveillance of diplomatic premises

In addition, video surveillance systems can be installed to protect diplomatic and related facilities. This requires the authorization of the Prefect of Police based on the opinion of a departmental commission.

The mission is to apply to Protocol Department for authorization to install a video surveillance system.

Official events at missions

 Public events, such as private stays and the celebration of anniversaries, which require special security arrangements, must be notified beforehand to Protocol Department.

 Missions must likewise inform Protocol Department when heads of diplomatic missions and VIPs plan to travel in the provinces, so as to ensure their security and facilitate their contacts.
