Joint Communiqué – The Foreign and Interior Ministers pledge to issue circulation visas to foreign talents (March 25, 2013)



The Foreign and Interior Ministers have instructed the diplomatic and consular networks to issue more short-stay “circulation” visas whenever possible, with longer validity periods.

These visas make it possible to repeatedly enter and leave the Schengen area without having to apply for a new visa each time. Valid for six months to five years, they enable their holders to remain in France and in the Schengen area for 90 days during a six-month period.

This decision fulfills the President’s commitment to simplify visa procedures for those who want to “create jobs, develop exchanges, and participate in research efforts or artistic creation.” It may apply to business people, academics, scientists, artists and tourists for whom France is a special destination.

Convinced both of the need for a more balanced visa policy that responds to other challenges besides controlling migratory flows and meeting security needs, and of the appeal of our country, the ministers will soon propose new measures to improve the experience of visa applicants and to simplify and streamline procedures enabling those in sought after fields to obtain residence permits.
