Orientations for French Cooperation in Tax Matters



In 2008, in a context of financial, energy and food crises, the Co-secretariat of the CICID (Inter-ministerial Committee for International Co-operation and Development) wished to set up a working group gathering specialists from different backgrounds (NGOs, trade unions, academics, representatives of the ministries of Foreign Affairs, Economy, Budget and Agence française de développement) in order to provide input to and broaden national refl ection on the issues of two international events in the sphere of development: the Accra Forum on Aid Effectiveness and the Doha Conference on Financing for Development. Both events took place during the French Presidency of the European Union.

With all the members of the “Towards Accra and Doha” working group highly assessing both the quality of the dialogue and its outcomes, it was agreed to take a more in-depth look at some of the issues that had been addressed in its research work. The need to mobilise and secure tax resources in developing countries had, in particular, been identifi ed by this group as a major issue that should be a specifi c focus for the Doha Conference.

Since then, international events have widely justifi ed the interest of setting up a new working group, based on the model of the previous group, but this time exclusively dedicated to the issue of tax resources in developing countries.
