Regional Conference on the Death Penalty – Mission to Rabat by the human rights ambassador (October 18 to 20, 2012)

At the request of Mr. Laurent Fabius, Minister of Foreign Affairs, Mr. François Zimeray, Human Rights Ambassador, will represent France at the first regional convention on the death penalty, taking place in Rabat (Morocco) from October 18 to 20.

This convention will bring together more than 400 official representatives and civil society representatives from North African and Middle Eastern countries. As of today, none of them have abolished the death penalty.

The debates will allow the countries that observe moratoriums on executions (Algeria, Jordan, Lebanon, Morocco, Mauritania and Tunisia) to take stock of the situation. Abolition campaigners from Egypt, Iraq, Libya, the Palestinian Territories, Yemen and other countries will participate in the exchanges.

The entire French diplomatic network is mobilized within the framework of the campaign for the universal abolition of the death penalty, launched by the minister of foreign affairs on September 27 in New York during the opening week of the 67th UN General Assembly.

In a region marked by strong democratic aspirations, the states that have observed moratoriums for several years will be encouraged to take the step toward abolition and to make a clear commitment in the vote on the UN General Assembly resolution calling for the establishment of a universal moratorium, scheduled to take place in December.
