COP22: a bridge between decision and action (7-18 November 2016)

COP22 is the 22nd Conference of the Parties to the United Nations Framework Convention on Climate Change.

It will be chaired by the Moroccan Foreign Minister, Salaheddine Mezouar, and will take place on 7-18 November 2016.

At the Pre-COP Ministerial Meeting, held in Marrakech on 18-19 October, the Moroccan Foreign Minister stated that COP22 would be the bridge between decision and action. He thus recalled that the Paris Agreement is not an end in itself but only the prelude to its concrete implementation.

It is the first major meeting for implementing the Paris Agreement.The Marrakech Conference will enable us to highlight the progress made since COP21 and to spur on climate action. It is the first major meeting for implementing the Paris Agreement.

Morocco aims to make COP22 a key moment for the enhancement of commitments on capacity building, finance, and adaptation, notably concerning water and agriculture, particularly in Africa.

It is at COP22 that the rules for implementing the Paris Agreement will begin to be defined. The Ad hoc Working Group (APA) will meet from 7-14November to discuss matters including the characteristics of the national contributions, information to provide to make them easier to understand, and accounting rules.

The two other key subjects will be the enhanced transparency framework, for which rules and a timetable need to be set down, and the global stocktake, for which terms and data sources need to be defined.

COP22 will also enhance the action agenda established since COP20 in Lima, and strengthen the various coalitions set up by non-State actors.
