The Steering Committee meeting will provide an opportunity to review the status of UN negotiations and to establish the initial guidelines in order to prepare for COP 21, in coordination with the presidencies that will precede us – Poland and Peru. Throughout this process, this committee will ensure that the views of experts from civil society - whose involvement in the preparations for the conference will be crucial to its success in 2015 – are sought.
Introduction

Environmental diplomacy
The growing importance taken by issues relating to the global environment in international relations was accompanied by an increase in negotiations, which involve major political, economic and strategic interests for our country. The Ministry of Foreign and European Affairs, in close cooperation with the Ministry of Ecology, Energy, Sustainable Development and the Sea, wishes to further improve the effectiveness of its diplomatic system in a vast, varied and very sensitive area for public opinion, by actively contributing to the definition of both French and community positions and by defending its views in the relevant quarters.
Environmental cooperation
Cooperation actions in the field of environment and sustainable development aim at:
strengthening the capacity of developing countries to participate in environmental negotiations;
contribute to the preservation and production of global public goods such as tropical forests or wetlands;
illustrate, through field work, the feasibility and relevance of the Johannesburg implementation plan and major environmental conventions.
