The strengthening of international cooperation and the development of economic and technological relations require sound bilateral partnerships. France cooperates to resolve regional conflicts and combat terrorism with the United States, and works to develop the partnership between Russia and the European Union, for example in the energy sector.

With respect to the countries on the southern shores of the Mediterranean, France, with its strong human links to the countries of North Africa, intends to go beyond the EU Barcelona Process. This is the idea behind a Union for the Mediterranean.

France maintains close relations with Africa, both French-speaking countries and others, in the form of regular summits known as the Conference of Heads of State of Africa and France. The number of countries attending has risen fivefold since they began in 1973. In Bamako, Mali, in 2005, 51 countries out of 54 took part in the discussions with President Jacques Chirac.

France builds closer technological and cultural relations and has a valuable political dialogue with the emerging countries of Asia and Latin America.

The country favours the institutionalisation of the dialogue between the G8 and the major emerging powers of China, India, Brazil, Mexico and South Africa, with a view to ultimately establishing a G13, because the response to global challenges requires the recognition of shared responsibility.

With its extensive network of bilateral embassies (158, second only to the United States), France intends to maintain relationships that favour the development of human, economic and cultural exchanges.
