After the assessment scale reform was adopted in December 2000, France is the fifth-leading contributor to the organization’s various budgets (regular budget, peacekeeping operations, international tribunals). France paid 256.69 and 453.67 million euros in assessed contributions respectively in 2003 and 2004. As of 31 December 2004, France was part of the small group of countries completely up to date with their contributions.
France’s contribution to the UN’s regular budget stood at 108.4 million dollars in 2005: its quota is 6.03%, while its share of global GNP is approximately 4.5%. Because of the organization’s tight cash flow, France pays its contribution in full at the beginning of the year. Taking the form of peacekeeping operations, France’s assessed contributions stood at 153 million dollars in 2003 and 252 million dollars in 2004. In this area, its quota was 7.259% during the second half of 2005, with France paying a surcharge linked to its status as a permanent member of the Security Council (this surcharge is around 22% in terms of the scale of the regular budget). The cost of peacekeeping operations increased very significantly in 2004, following the creation of new missions, including some with very large budgets, and the reinforcement of MONUC: peacekeeping operations in Côte d’Ivoire, Burundi, Haiti and Liberia. In 2005, a peacekeeping operation was created for Sudan (budget of one million dollars). Accordingly, the budget for all peacekeeping operations should be about 5 billion dollars for 2004/2005. France’s financial encumbrance stood at approximately 252 million dollars in 2004.
In 2003, France’s contribution to the budgets of the International Criminal Tribunals for the former Yugoslavia and Rwanda stood at 15.1 million dollars. In 2005, France’s quota stood at approximately 7.3%, with half of the tribunals’ budget based on the regular scale and the other half based on the special scale used for peacekeeping operations.
