Introduction


Winning back local audiences is one of the essential conditions for ensuring the emergence of a real film industry in the Zone de Solidarité Prioritaire. More specifically, in Africa, the Ministry of Foreign Affairs has set up support funding for the distribution of films between Southern Countries.


Assistance Fund for Underdistributed Film Industries

Set up in 1983 by the Ministry of Foreign Affairs and the Centre National de la Cinématographie (CNC), the Fonds d’aide aux cinématographies peu diffusées (Assistance Fund for Underdistributed Film Industries) is intended to promote the discovery and commercialization of quality films from countries whose film production is little known in France.

The total annual amount of the Fund is 205,806 euros of which 137,204 euros are provided by the Ministry of Foreign Affairs.

The amount of support is limited to 30,490 euros per project.It enables the distributor to acquire theatrical distribution rights, to make copies, to do the subtitling, to ensure the promotion and the production of promotional materials, and possibly to give a minimum guarantee to a Parisian exhibitor for maintaining the film in release.

Support is given to a maximum of 15 films a year. Since its creation this fund has supported close to 200 films.

The commission in charge of examining the application files presented by distributors, is composed of a representatives from the CNC and the French Ministry of Foreign Affairs, and 5 professionals. The Commission only makes its decisions based on the release plans in the applications presented by the distributors (theatres, number of prints made, promotional costs).
