After the devastating floods that hit Venezuela in 1999, France (government, associations and private individuals) showed its solidarity (aid for rebuilding the areas destroyed, such as the village of Nuevo Guapo, for rehabilitating and for designing a plan for regional development). A declaration of intent with regard to cooperation in the fight against natural and technological disasters was signed in Paris in October 2001.

Assisted by French expertise, Venezuela set up a judicial schoolbased on the model of the Ecole Nationale de la Magistrature (ENM) of Bordeaux in May 2005.

Strong administrative and institutional cooperation has been implemented with Venezuela’s National Electoral Council (CNE). The CNE has visited France many times - in October 2006, April 2007 (on the occasion of the first presidential election round) and June 2007 (during the second legislative election round). During her visit in April, CNE PresidentTibisay Lucena met with the President of the Constitutional Council. In addition, French experts participated in the International Seminar of Caracas on election issues (18-20 July 2007) and played a role in the International Congress on Electoral Law and Citizen Participation, which was held in Caracas from 29 through 31 October.
